Programming Monitoring and Evaluation System:

It has already been stated that the poor, women, children and the ethnic minorities of the country are our target people. Project/programs are designed for the well-being of the groups. In designing project/programs, the target group(s) is consulted through a participatory process. Following sections give a brief account of our Programming, Monitoring & Evaluation (PME) system.
a) Programming:
Problem identification exercise goes through a process. Usually, it is done applying the Logical Frame Work. In the process a problem tree is built where the beneficiaries participate. Besides logical framework other tools used in the exercise include Focus Group Discussion (FGD) Seasonality of Employment, Income & Debt; Wealth Ranking and Matrix Ranking.
b) Monitoring:

SEEDO applies both participatory and conventional methods of monitoring to ensure successful project implementation as well as tracking the progress. In participatory monitoring system, the beneficiaries provide their opinions and suggestions directly. Their opinions are recorded in writing and using visual materials like posters. Use of this tool enables the illiterate and semi-literate beneficiaries to give their opinion about the progress of the project/program. The opinion of the beneficiaries and the field staff automatically performs the triangulation of information. At the same time people’s perspectives can also be grasped over an issue. The exercise is carried out at a regular interval.

Conventional monitoring is usually carried out by gathering data using structured formats, by paying field visit and sharing the findings with the concerned staff and the beneficiaries. Based upon the project design the data collection instruments are developed, pre-tested and finally administered. Other data collection instruments/tools included; observation, interview with key informants, checklist etc.

Data received from the project sites are compiled, processed and analyzed. Senior staff members produced the monitoring reports and send to the concerned staff members for necessary action. On the spot feedback is also provided for instant action.

c) Evaluation:
SEEDO evaluates the effectiveness and impact of its project/programs by internally and externally. Evaluation is carried out mostly by in-house expertise. External evaluators also hired to assess the effectiveness of the program activities. In such evaluation process the professionals play the key role in making conclusions. There is also provision for joint evaluation of the beneficiaries and the program implementers. Participation of the beneficiaries in evaluation enriches the findings and increased the credibility
